Youth City Council

How early should young people influence public decisions?

The Youth City Council in Aalborg gives young people a direct voice in shaping our city. Representing students from across the municipality, the Council engages in dialogue with politicians and contributes ideas to real policies and urban development projects.

The Youth City Council ensures that decisions reflect future needs, not just present priorities and offers a replicable model for cities across Europe to build more inclusive governance.

What is the Youth City Council in Aalborg?

The Youth City Council is a democratic platform in Aalborg where young people aged roughly 13–19 can influence local politics and decision-making. It is a collaboration between youth institutions and the municipality, designed to ensure that the voices of young citizens are heard and represented in shaping the city’s future.

The council consists of up to 31 democratically elected members, chosen by their peers through an annual election. Members meet regularly to discuss issues affecting young people and to develop ideas that can improve life in Aalborg both in schools and in everyday life.

At its core, the Youth City Council is more than a symbolic body. It is a direct link between young citizens and political power. Members can submit concrete proposals to the city council, including up to four formal policy proposals each year, giving young people real influence on local decisions.

What makes it distinctive is its role as a structured co-creation platform for democracy. Young people are not just consulted—they actively shape agendas, challenge decisions, and bring forward perspectives grounded in their lived experiences. This reduces a common gap in governance: policies made about young people without their input.

Youth City Council functions as:

  • A representation body, speaking on behalf of diverse groups of young people
  • policy incubator, where ideas are developed into concrete proposal
  • A learning arena, where participants gain insight into democracy, negotiation, and public decision-making
  • A bridge institution, connecting youth perspectives with municipal leadership
  •

Ultimately, the Youth City Council represents a shift toward participatory governance, where young people are treated as active contributors rather than passive recipients of policy. It is both a democratic training ground and a real decision-shaping mechanism - helping ensure that the future of the city is shaped with, not just for, its younger generation.
